The police in Pokemon are useless. Look at GSC/HGSS. Silver robs Elm, police officer shows up to investigate and accuses YOU. Elm clears it up, officer takes all the details of the robbery down and opens an investigation then you never hear from him again. Silver never gets caught... by the authorities, at least. You catch him plenty of times, so its not like hes hard to find.
