For the actual drawing, I myself start with a quick shitty sketch to figure out more or less how I want things to look like, I then draw over it, and if I still think it needs more polish, I play around with the lines and the editing tools, then draw over it again.
Practice a lot, watch tutorials, and don't feel bad if you don't draw as well as other artists at first, sometimes it takes time to learn.

I think Krita might be the best, I only keep using SAI because I got too used to how easy is to rotate the canvas there and now I can't use anything else without feeling unconfortable
