Yes. This is part of what makes Gen 2 the best games. The new Pokémon weren't "Johto Pokémon" they were simply an addition to the originals. It truly made the ecosystem feel more natural, a feeling which has since been lost beginning from Gen 3.

Yes, 152-251 were introduced in the Johto games, but that does not automatically make them all Johto Pokémon. Houndour not being found in the wild in Johto is a prime example. Houndour is a Kanto, Sinnoh and Kalos Pokémon.
You are using the wrong terminology here.
Chikorita to Celebi aren't Johto Pokémon, they are Gen 2 Pokémon.

when GSC came out, pokemon having eggs was a newly discovered phenomenon for example.

the dark and steel types were also newly discovered.

it was envisioned differently when GSC came out compared to when the remakes came out/what we have now.

the original timeline is quite different.

I like gen 2 also anon, but this is an extreme level of cope. There's no real reason why the new game shouldn't feature the new Pokemon front and center, especially for gym leaders which are integral and paramount to the gameplay experience. Using an old mon for that is a wasted oppurtunity akin to Leon's ace being Charizard, though not as shilly of course.

gen 2 is a full sequel to gen 1 which can be thought of more as a companion game which expands upon what's already there rather than a self-contained adventure like the current games.

gen 1 and gen 2 are really one single adventure together. that's why the pokemon overlap. it's the same place, and some new ones were just recently discovered.

I don't know about Houndour being a Kanto Pokemon or whatever. But Falconer having a Pidgey and an illegal Pidgeotto and then Bugsy having two cocoon Pokemon is pretty lame. Then you have Morty with the same line of Pokemon and Chuck with only two Pokemon despite being the 5th gym leader.
