Why don't they just purge a bunch of movepools? Make movepools more unique and limited by forbidding transfer from Home unless you use the move deleter.
Also rework stats and abilities.

The game effectively already does this in a less retarded way. You’re forced to reset all moves before using a transferred Pokemon in ranked modes. It’s only smogshit’s problem for letting movesets get out of control.

Pokemon should only get STAB moves, Normal type moves, and a few thematically/anatomically appropriate coverage moves
