How come Gamefreak managed to make Steel an amazing defensive type even after they nerfed it, but refuses to buff rock and ice despite most mons of those types being designed as tanks?

The issue isn’t the types, it’s that pokemon of those type suck and can’t play to their strengths.

An ice sweeper should be great if it has the stats, STAB would give it something over water types with the same move. Give it some water moves for fire opponents. Fight doesnt resist ice which should be enough for a good sweeper to manage.

Rock...yeah I dont know how to salvage rock.

The issue is that they keep designing them as slow bulky walls when they are weak to tons of common coverage moves and have few, bad resistances. Also, rock moves all have bad accuracy for some reason, probably because it was meant to be the early boss type for normal play.

Rock and Ice are both amazing offensive types.
Making them good defensively would break them, but making more offensive rock/ice types wouldn't help the ones who already suck.
The situation is impossible to fix without going back and changing stat spreads, a lot of which wouldn't even fit the Pokemon's designs, since rock and ice types look fat and bulky.
