They're retards plain and simple. Mewtwo got added as DLC as the smashmonkeys chimped out over it not getting included in the bast game, but the brand itself is too valuable to piss away on DLC, which they're of the opinion "you can buy all at once or just the ones you want" while they keep the big boy IP's as a way to drive the brand new editions. By the time the DLC's done, they're through trying to pitch at new players that haven't already been targeted with the initial release.

Fire Emblem, ARMS, and Xenoblade 2 also proved their in better priority than another huge IP title.

the last 2 DLCs could be some space pirate and Tingle's successor.

Not him, but my expectations for another, and good, Zelda rep has been low.
Even with the case of Ridley and K.Rool, they were still adding in more Samuses and monkeys before/after their debut.

If there was going to be another Zelda rep, it's just going to be the Zelda team tapping Sakurai to add in something unexciting.

Yeah thats the reality we live in. Zelda only gets characters when the zelda team asks for them and so far they havent asked. They probably only told Sakurai prior to update link to be based on BOTW and since he didnt want Zelda and Ganondorf to be stuck in their TP designs, updated them as well.

Because Smash is a character based game, not a series based game. Series like Pokemon and Fire Emblem have a lot of characters in Smash because each new game introduces new characters. Meanwhile series like Zelda or Metroid only have a few because their games are about the same two or three characters in different stories.
