Tbh it should just be a physically-oriented Raichu regional or regional-evo for Pikachu, just like how Meowth’s got Perrserker. 110 Spe and 95 Atk along with both Flare Blitz and Volt Tackle isn’t bad at all.

It would be S rank OU easily. 130 spatk with sun boosted STAB is ridiculous. It’s not quite charizard Y tier broken, but very strong. Also it would be one of the fastest Pokémon with honestly decent bulk.

Charizard Y has 159 spatk. I was just talking about offenses. The speed stat is a huge bonus though as a mentioned.
