How would you explain/retcon legends for an MMO-style Pokemon game?

What would need to be retconned about them? They're just extremely powerful Pokemon, some of which are literal one of a kind gods. An MMO would't change that.

Pokemon is already basically an MMO anyway.

There wouldn't be more than one Arceus, Game Freak/TPC expect their fanbase to smart enough to know how to distinguish between lore and game mechanics.

Usually yeah. Usually only the player is the turbo had chosen one and everyone else despite them being better geared or whatever are part of the mass getting assfucked by whatever the enemy is

Just extend the HGSS Arceus egg-making event but extend it to all the other legends. Every respawn is just another legendary reaching maturity. (and for Arceus itself, you can just do some hand-wavey bullshit like "the one you caught was put there for the chosen one/you to catch by the ACTUAL Arceus")
