Rose couldn't wait "1 day" because he knew Leon wouldn't be the champion anymore. Rose knew he could manipulate Leon into allowing Eternatus to create the darkest day, but he ran out of time when the main character came along, Rose knew Leon would lose. If the MC became champion, Rose wouldn't be able to be the puppet master and all the research he'd done for the darkest day would likely never be able to come to fruition.
The champion is the face of the region, and if Leon was like "this darkest day thing is fine!" then people would be calm and not worried about it because they trust Leon. People would go into disarray if it happened under the MC, because they would never allow it to happen because they don't have the relationship with the chairman like Leon does, the trust just isn't there.
