They're not manmade. They've only been around for a century. You can only find them in natural areas of high energy (Chargestone Cave and near Dynamax spots in Galar).
The only place you can find them in the wild that isn't one of those is the P2 labs.
They're probably not a Team Plasma invention since, again, they're natural and have probably been around longer than them. So it's safe to assume they were just using Klink as tools to further their goals.
