Why didnt Arceus stop the Rainbow Team Rocket plot from occurring in the first place? Wouldnt he stop retards from using death lasers or rewriting the universe?

Arceus didn't intervene when any of the evil teams enacted their plots, including the games it was introduced in. Though that brings up the question of what happened during Legends to make Arceus relevant to the story.
