It's pointless to talk about popular or strong mons being exempt from buffs. Popularity itself dictates how many more people you draw in by how you decide what gets a new toy. That being said, I like Gigantamax and Dynamax but not the Max Move boosts. It was not good to grant speed, weather, and terrain like that. In fact, I think Gmax is more balanced than Dmax since things like Yawn, Steel Stealth Rock, and passive non-targeting damage are way more nuanced than just clicking Airstream once to sweep after Dmax ends and your Choice item becoming active again.
I would argue for keeping Dmax and Gmax but erasing just the Dmax move effects, and making it so the holder's item becomes inactive the rest of the game upon clicking Dmax. Also boost the purposefully lowered Max moves like Knuckle to compensate since they were set lower because of the offense boost. I think Dmax is a great saving grace that can help stop a sweep or crack a stubborn stallmon.
