I'm assuming they will try and avoided it as much as possible by introducing less and less mons each generation but if it actually happens and they get to the dreaded one thousand they'll probably stop making new pokemon all together

They already proved this will happen. BDSP has shit not in Galar, Legends will have shit not in BDSP, end result is every pokémon makes an appearance in-Gen, Game Freak didn't have to cut planned content for the region, to try and get the pokémon working within their time constraints.

They have actually introduced more and more new mons each gen since 6 despite also introducing regional forms and gigantamax. I could see them reaching #999 in Gen 9.

Megas, regional variants, and formes in general are just ways to have "new" Pokemon without increasing the dex number.
In reality, we have more than 1000 Pokemon now.

Everyone that wanted the Pokémon games to include all Pokémon like their predecessors did ended buying Home subs at the end of the day...
Way more logical that people still not wanting to pay for a service that will allow their transfer to a game in which they still won't be able to play with all of them, all while the Pokémon stuck in Home will be taken hostage unless a certain amount is paid, because storing literal kilobytes is clearly that expensive
