Komainu/shisa are not fucking dragons, it could be Fairy at most and that would be quite a stretch, because if you slap a type into mons based on folklore and legends then 80% of the dex would have it.

Dragon is meant to be a mystical/arcane type, alongside representing the more traditional dragons..
There's other non-literal dragons like Alolan Exeggutor or Goodra who are dragons because of myths.
Arcanine fits the type, too.

Ariados = jorogumo
Phantump = garden variety yokai
Stunkfisk = is being the #1 most beloved mememon in Japan/fresh caught seafood
Regigigas = tokusatsu friend/foe monster
Magnemite = broadcast tower or more generally robotics

My understanding is that dragons are associated with the emperor over there hence Outrage being imperial rage, and that the lion dog things Arcanone is based on are royal guards or something. So I could see it in the sense of Dragon being the imperial type.

Nah, Komainu are different things. There was a Komainu Pokémon at some point but it was scrapped, most of its relevance as a legendary was transferred to Suicune.

Honestly, aside from looking relatively majestic in the crappy quality sprite, it could have been anything. Heck, it could have been an evolution for Arcanine for all we know. It's not like the Kokopeli thing where we can make some assumptions not only based on the desgin inspiration, but also with weird relations to Celebi's early design.
