I like the dream dragon concept, but t.b.h there are better CAPmons out there for looks. Pajantom does look significantly better with an actual 3D model, though. Dragapult looks pretty good and it kind of nails it’s concept, so I prefer pult

Dragapult does a more interesting job with the ghost/dragon simply for trying to layer the ghost influence that actually works. The one of the right...while cool feels really simplistic being a sleeping dragon with a dream form fighting for it....it's idea is straight in your face which while can work for certain mons feels a bit lazy for dragon types.

It's a byproduct of a different design process. In Smogon they decide the typing, primary ability, stats and fundamental moves first, then the design is voted by the community.
In official Pokémon games the design is done first, independently from stats and typing, which are subject to change mainly out of in-game considerations like Pokémon distribution. An infamous example is Jellicent getting turned into a Ghost type later on because they needed more Ghosts in the game, even if it was originally intended as a pure Water type.

How does that design imply Color Change vs Kecleon's being a chameleon? What's with the neck picture frame? Why's it only drippy in two places? How is it a Chimera when it lacks any goat bits or fire breath?

The dripping liquid is paint. The picture frame I assume is supposed to be evocative of a painting.

Plenty of canon Pokémon have a name that does not exactly match with their appearance, for example Infernape having a tail, or Beedrill being a wasp, while Vespiquen is a bee. Chimeras are evocative enough of mythological lions and make for good wordplay with "chromatic".

An extinct salamander mixed with a stealth bomber. Most dragons and ghosts can already fly, and said extinct creature already has a head resembling a huge triangle. It's probably one of the more cohesive designs they've made.

Concept-wise. Both are excellent, I think Dragopult is the more original concept.

Design: Very close because I love both. I think Smogon dragon is just a bit better design, solely because Dragopult’s feet and hands look awkward against the rest of its body while Smogon Dragon doesn’t have any clear design flaw I can immediately point to.

Don't get me wrong. I understand why it's Ghost-type. It's based on a Diplocaulus, which is extinct. I just think it's a stretch.
Smogon's design is also a cool concept. A small, weak Pokemon dreaming of a strong Pokemon and that strong Pokemon manifesting in reality. The design is undeniably Ghost/Dragon, and despite looking like shit in OP's image because of the amateurish artwork, it looks pretty cool in model form.

Unironically yes kid. That's the thing, at this stage, they all know the rues and know what they have to aim for. While on the other hand, we got retards drawing shit they think looks cool, with no thought to how it interacts with the world as a living, breathing creature. That's why smogon's designs are generic fakemon garbage while everything Game Freak-made that's leaked before official in 11 years I've been able to spot on sight. Game Freak have a style and more importantly, an ability to make you think their designs could actually move around and start breathing. No fakemon I've seen yet has engendered that kind of reaction and until GF's ENTIRE design process for pokémon creation leaks (unlikely, James got told to delete the snippets he'd given away on twitter) and these cunts study it for a semester or two intensively, will that change. Unless of course they get a job at GF, but given the only western gaijin I've heard of working for them also went full balls-to-the-wall and moved out there, instead of shitposting on BBS boards, doubt any of them are likely to do that.
