Lance's beta team for Green / Red was just the entire Dragonite line and Aerodactyl. Theming is a bit more consistent in these beta lists, as Bruno doesn't have his Onyx, he has a Primeape. This leads me to believe Aerodactyl was part Dragon, otherwise, it's very out of place. The Beta for Giovanni was a Flying Gym, he has an Aerodactyl too. He's a Flying type in the finished product too.
