Because movepools aren’t chosen due to game balance or even what a Pokémon should be able to do. The entirety of competitive Pokémon is nothing more than a vehicle for Game Freak to shill their favs.

mixed attacker with 90 speed, which is fine in gen 4 but now everything has to have 600 base speed and minmaxed attack stats (or both attacks and speed very high and no defences)

Too slow to compete against the fastest.
Not bulky enough to survive against the strongest.
I think its attacking stats will eventually be considered too low in the near future, if we keep going with the minmaxed narrative.

For the most part, yes, they are chosen based on a what should logically be able to.

Only Bone Rush is a stretch because it stems from an earlier concept where Lucario would actually its spikes in combat before that idea was dropped in favor of it using aura-based attacks.

They were eventually able to make sense of it though by having it use its aura to make bone-shaped energy weapons

GF could either balance out 10000000 shitmons to give them a change to shine in competitive and get attention, so people would be interested in trying out new gen Pokemon for novelty OR they could just powercreep the fuck out of each gen to ensure new Pokemon designs get more publicity to encourage sales. Pokemon branding and merch is more important to the financial health of the series than competitive balance at the end of the day.
