Honestly, though, Sabrina, Jasmine, or Maylene all get quite a bit more attention than most gym leaders, and all are pretty popular, Maylene is squarely at the bottom of that list, though.
Like, was ANYONE upset when Sabrina was just hanging out in Pokestar Studios, or when Jasmine was just chilling on the beach at Sunnyshore?
I'd say, Brock is the Charizard, normies love him and his inclusion makes everything work better, nobody hates Brock except contrarians who actively hate popular things.
Sabrina is the Lucario; she is pretty widely liked, has a fanbase that wants to do unspeakable things to her (or, have her do unspeakable things to them, as the case may be), and has people that dislike her for the coomers ruining it, but also generally doesn't have that many people hating it for reasons besides popularity and their fanbase.
Jasmine is the Aggron (I don't know a better shill pokemon for this, please, suggestions). Shows up often without fanfare or really dedicated marketing, but has a strong and wide fanbase, and is just below the radar enough that nobody has any formally developed negative opinions. Also like Aggron, has a shitty forced meme that isn't very funny, but the effort is entertaining (Houndoom and I SHAT YOUR CAR ON THE DRIVEWAY, MASTER)
Maylene is the Poliwhirl. Most people barely notice the attention she gets, but it's clear that SOMEONE loves her, and makes a very small subset of fans happy.
Because I'm having fun with this, Ramos is the Simisear; barely remembered, but just visible enough to remind people that they kinda don't like it. Marlon is the Anorith. Nobody hates him, because nobody fucking remembers him, except the occasional unicorn who remembers him because they like him.
And yeah, Korrina is definitely the Zoroark. Pushed and marketed like she was going to be the new big thing, and then nobody cared.
