Within the context of gen 5 ingame, compared to gen 2/4 ingame, it's not as bad as Meganium, simply because there are actually Gym Leaders Serperior has an advantage against like Clay, but if you drop Overgrow Serperior, and Overgrow Meganium into the same environment, Meganium is generally better. Serperior's only niches are Glare, which is always useful, and Coil, which, while lacking good moves to use alongside it, is never a bad setup move. And its speed tier, though it is very much a pokemon that goes first, but accomplishes little.
