All the routes near victory road feel unfinished. I feel like they slapped water tiles everywhere because it took lesss effort than actually making an ecosystem

Considering the ocean is an actual route where traveling by swimming or surfing is a regular part of Hoenn life, I'd say it isn't that terrible of an idea, especially if it's in or near Pacifidlog.

and I just tried in Platinum and Black 2 and found nothing just outside the bounds. That means in RSE they put encounter on all water tiles, even the ones out of bounds

The last routes were clearly not finished at the time the games came out, which is to be expected since we had differences so big as Rayquaza being white, having a beak and being pure Flying-type at the same time the bagon line was still based on tatsunoko and that kind of stuff going on at only 5 months before RS were released...
Good thing the region and games were still pretty good for their time

I feel like Pokémon patches of grass has conditioned people to not use Repels, instead attempting to slip through it. Of course you can’t just slip by on a route that’s nothing but random encounter tiles so Repels would be necessary but I’m already too stingy to buy Repels that, up to this point, I’ve managed to avoid.

In gen 3 the encounter tables are by route. In gen 5 they're by patch of grass or section of water. You can hack gen 3 to make any tile an encounter tile and you'll see this.

That design is fine for what you'll learn is initially a dead end. Acquiring surf letting you avoid becoming forced to hop back to the bottom to return to the left is also smart. People give gen 1 a lot of grief nowadays, but there are honestly a lot of small, smart decisions in how that game is designed.

You are actually rewarded if you return and attempt to travel to victory road with a few HMs but not all badges. There is some grass on the way and I think you can pick up Sandslash/Arbok there. Not sure if there was anything else notable in that grass.

Absolutely. However, Hoenn feels more unfinished than the two preceding generations. The missing Pokémon from the Pokédex is probably the biggest reason. I mean I know why they did it, but it didn’t feel right after GSC made a point of being able to transfer from RBY. Also, there were little things like the white rock in Mossdeep doing nothing.

It was obviously the same idea that Shaymin used in Gen 4. A lot of Gen 3 concepts cropped back up in a more realized way in Gen 4. Gastrodon, Garchomp, Regigigas and Shaymin are a few

It could have been way worse. They could have used those tiny little rocks to follow the entire path. At least them made some smaller land masses to help fill in some. These routes could have been saved easily though. Add a few areas where you could disembark and catch unique mons, maybe some late game dive areas with cool rooms to explore.

I had my time with romhacker tools before, wild encounters are by route and water tile is the one that triggers said encounters, just like cave floor, grass and tall grass, so you can find pokemon outside the bound since it uses the water tile in there as map border
