I'm sure Deoxys was never intended to be a mythical. He probably had some event for Mossdeep that GF never got around to coding in time.

Same thing for Deoxys and Arceus by the way.

Arceus was very obviously planned to be mythical since it was in the Dex after all the other mythicals.

Doesn't make sense. All these Pokémon have intricate lore that tie them to the existing legendaries. They're not just one off mythicals like Zeraora that could be removed with no repercussion.

Deoxys-N should have had its stats adjusted after gen 3. Keep its 50 HP and give it 110 in every other stat, so it would be truly neutral instead of a worse Deo-A.

depends on whether it's restricted or not.
if not, attack would be used on psychic terrain teams, but the others have no niche.
if it were to be a restricted pokemon however, it would see zero use.
