Granted, there's no explicit proof that she actually grew up there, but that's where her family was from at any rate.
Most interesting case you could make, she's either Ainu (Original inhabitants of Hokkaido, could make sense given the town is pretty isolated and has some old lore, and while their hair isn't blonde, they do tend to have skin pigmentation more similar to "white" patterns, especially when not exposed to the sun, which Cynthia, being often portrayed as something of a nerd, might fit), Dutch-descended (Could explain the blonde hair and unusual personality quirks, they weren't near Hokkaido, though) or, of course, both, which could explain both, but would require a lot of interesting things to happen in sequence. Though, we don't have a Pokemon Denmark yet.
I think the Dutch-Ainu mix is the most neat, explains the most, and it's Pokemon, we don't gotta explain shit as to why the Dutch were allowed to settle other places, but then I'm quite mad, so eh?
