The reason why Legends Arceus is set in the past and about the first Sinnoh Pokédex is so Game Freak doesn’t have spend to much time working on cities and they can yet again reuse assets

I am sure now that Gamefreak had severe difficulties with making a SWSH style Sinnoh remake, so they just kept the empty terrain map and justified it with a past setting. BDSP was hastily made by an outside company to fill the role of the traditional remake.

So far PLA looks like 95% of the game map is just Pokémon standing in grass

The only "big city" pokemon ever had was Illumise city,the rest are 3 buildings max with one pokemon center.
