he could give Squirtle to Oak if he wanted a trainer to have Squirtle.
The fact that every guidebook and manga showed this exact female character as Blue means it was part of the games but was scrapped for some reason (just like how they scrapped other characters, a lot of pokemon and the ability to have save slots)

Literally means nothing. Sugimori wanted to make 3 characters for artwork, and later used for manga, that's it.
