Every mon can dynamax but that doesn't stop teams from building around one of the many great Dynamax pokemon. Dynamaxing on other pokemon than the one or 2 your cores are built around is generally because they fainted or it's the better option for survival.
It's not fun to have a 'your mon is super busted now' button. Especially in VGC where tons of shit can happen in 3 turns.
I've had several games where I lost simply because I led wrong, the opponent Dynamaxed, and I ate shit. That isn't fun at all.
