Cosmic would be more like Ground, where plenty of things live on/in the ground but that doesn't automatically make them Ground Type. Geo-manipulation does. Cosmic Type is really the ability to draw power from the stars and celestial forces. It's not that outlandish of a concept and there's plenty of precedent for it in the games.
