It doesn't make sense for Dialga and Palkia to get Primals. They've been shown in the games to have their full powers and it's mentioned in the Galactic Headquarters that Pokeballs nerf the fuck out of them. If any Pokemon should get a Primal it's Arceus since the whole Thousand Arms thing doesn't make sense currently.

The Groudon and Kyogre not being at their full strength was kind of a retcon. There was no mention of that in RSE, it was added afterwards in ORAS to justify the Primals.

Moves that take multiple turns or would need to recharge afterwards no longer need to do so.

New ability for Palkia: Space Distortion
Moves that would cause the opponent to switch out now (E.g. U turn/ teleport) now do so randomly.

How broken are they now?

Maybe the games will give you special Pokeballs that don’t limit Dialga/Palkia/Giratina’s power and in turn give them stat increases like with the Primals and upgrade each of their signature moves in turn? Seems like a decent way of not having to make new models/forms but still buff them with some sort of gimmick.
