The inability for it to learn Head Smash is due to balancing reasons because a fast Head Smash is nothing to scoff at. Archeops on the other hand being another fast Rock-type can have it via egg move due to Defeatist.

Well it's not like it would ruin the VGC or anything. Bullet Punch exists and Head Smash has a 20% chance to miss and can't be boosted in weather unlike Fisheous Rend which has 100% accuracy and is a straight-up "fuck you" to Pokémon that resists Water, not to mention that it can have something absurd like 500 BP via Rain, Choice Band, and Strong Jaw.

it's obvious that Dracovish was favored over all the other fossil Pokémon, and it shows

>tyrantrum having strong jaw but there are no existing biting moves with stab, not to mention that the elemental biting moves were egg moves from gen 6 to gen 7, meaning that strong jaw is pointless for a playthrough outside of crunch unless you breed a female tyrunt (!!!12.5% to be female!!!) with a male arbok that knows those moves
>aurorus's vgc-balanced typing that has morimoto's signature on it
>aurora veil being introduced in gen 7 but it took until gen 8 for aurorus to learn it despite it being more than thematically appropriate for it to be in its movepool
>gen 8 brings the well-balanced pokémon known as dracovish
