Yes this is why Garchomp in the trailer stands by doing absolutely nothing for almost 30 seconds waiting for the player to actually enter a command. PLA will have ATB but it won't be full ATB it be more in line with ATB you'd find in PSX, PS2 era Final Fantasy games like7-9, X or XII where the enemies attack on a timer and not freely.

If you are expecting your pokemon to fly around in battle like Kingdom Hearts then your completely deluded.

I've never played it but from what I've seen in youtube clips I highly doubt players will get that much freedom in a battle. Going by the trailer again with Garchomp it looked like the player and their pokemon were stuck in place until a command was issued just like a regular pokemon battle. There was stuff in the trailer that indicated they could attack outside of battle but I've seen nothing to indicate this isn't done as a type of initiative to determine who gets the first move. I could be dead wrong. Either way I know this, its Atb but not full Atb.
