I usually use him in Hoenn playthroughs. He's basically free. I also used Wobbuffet in Shield for most of the game.

Magcargo, many of the weird bugs, certain baby pokemon. I mean if you mean LITERALLY no one, well someone has used every one. But I'm assuming you mean pokemon that nobody actually uses realistically. A lot of the baby Pokemon if they're used are just used until they evolve. Like nobody is using Azurill for the pure and only reason of using Azurill. If it's caught for anything other than the Pokedex it's just to evolve it.
