it's from a Doujin on pixiv. An Eevee bit her hand when she was little child and made her scared of all pokemon. When she decided to be like Red and Blue and start her own pokemon adventures she kept being afraid of her pokemon and Ivysaur (who got heart broken for being being chosen before) felt she's rejecting him too.

This is from a fan made manga called Festival of Champions, Blue has a similar character development as Lillie in the anime, she doesn't dislike pokemon but had a bad experience in an early age that prevented her from touching even her own pokemon after becoming a trainer
