They are really autistic about changing types. They don't change types unless a new type was introduced or the pokemon gets a new form. They also don't change a pokemon's type unless its mono typed or part normal. Because of this, Celebi will always remain grass/psychic instead of grass/fairy.

If a Pokémon is already dual-typed, they generally don't change one of the two types, as I understand it
They usually only give a Pokémon a new type if they're adding it on, and not replacing one of its types

Their rule is more like: they only give additional type or replace if it is normal. Rotom technically doesn't lose Ghost type so it's an special case.

Ignore the loretards, the real reason GameFreak didn’t retype it is because they didn’t want to to replace any type that isn’t Normal. If Celebi, Jirachi, or Victini were made in Gen 6 or after they’d all be Fairy.
