That's the thing. Sobble isn't an amphibious animal. Its based on a charmeleon. Most chameleons are arboreal and a small handful are terrestrial.

Following design choices of recent gens:

Grass-Beagle/Hound Dog with a spot over over an eye and a powerful nose. When it evolves it becomes anthro detective dog. The spot becomes a monocle. Its a grass type because it has a wooden pipe.
Fire-Snake in a vase, which turns to armor/sword as it evolves. The final evo grows arms and legs and looks like an anthro snake gladiator.
Water-Muscovy duck based on a soldier. Its starts out as a cadet and ends up an anthro duck general.
