I don't think they had a real consistent vision for TMs even with that one piece of art. Every media portrayed them differently until the CD's.

The game never lets you buy an empty capsule, they always come filled with stuff. And once you use the item you dispose of the empty capsule you don't use it again.

They never gave an explanation for TMs, they're just one of those game mechanics you're supposed to ignore, and in the anime, they learn "TM" moves the same way they learn any other move. Either randomly by "leveling up", or by training to learn that specific move.

I think the TCG had the best TMs, conceptually. Insert your Poké Ball into this metal box, press a button, and presto, new knowledge acquired. It's at least a little easier to suspend your disbelief with something like that instead of belts and CDs.

Probably no bigger than a toaster. Though having more than two would make carrying them pretty cumbersome. Maybe that's why TMs got changes to discs in-game, maybe they can be slotted into that machine and your character has own that is unseen.

That doesn't make sense though. The dex is just an encyclopedia. If it had that functionality, I really feel like the various professors would tell you about it. It still has the problem of a believable transfer of information too.

Most likely answer is that it's from the same cut of "special technology" as the unnamed device used to make Poke Balls and basically "adds" or "overwrites" a Pokemon's move data if it's compatible.

You can't just beam a new move into a Pokemon, that goes against the series' themes about training being hard work, and there being no shortcuts to power
