It's so bad that after announcing DQ11 being PS4 exclusive they had to string together a 3DS version, so it wouldn't bomb completely. And the Playstation brand is in much worse position now. PS4 is rapidly dying while PS5 has 0.4 attach rate.
That being said, I wouldn't put it past Square Enix making it PS exclusive.
