You know what would have made sense? Since there is always a threat of calamity to the Pokemon world, tie the dexcut into the plot instead of just saying oh no it's so much work for us. One of the evil teams could have ACTUALLY succeeded and destroyed half the world and most of the Pokemon go fucking extinct.
Then you as the main character go on a mission to restore the world instead of just happening to save it by accident because you were in the right place at the right time. Maybe you can be hunting for a Jirachi or Celebi, you know, one of the Legendary Pokemon that potentially have the power to reverse the destruction but GF has never done anything with because they're retarded?
Then in the DLC or expansion they could've added the rest of the dex.
