You need to either pay for Home (which by itself does not guarantee to get all the pokémon) or have a reliable friend who will pass you the "new" pokémon one by one including the ones that can only be obtained once per game.
Also Game Freak knows that if after almost 6 months you are still playing SwSh that means you will most likely buy the DLC. For Game Freak that's a win win scenario.

You can transfer a Charmander for free from your older games to BW2 (true, you need another DS, but it's much easier to borrow a friend's DS for a few minutes than to spend 3/5 hours passing 200 pokemon), GTS and Wi-Fi events (available at the time)
