Why is Hail the worst Weather?

It doesn't boost half as much as the other weathers (neither Ice's defensives, nor the power of its moves, or anything equivalent)? Does GameFreak just hate Ice? Or are they stuck in the (erroneous) notion that it's still a viable glass cannon?

Because samd boosts 3 types and has a pseudo legendary setter

Rain increases the power of the most common type in the game

Sun increases fire and some grass moves/abilities

And what does hail do?
It has abomasnow which is the worst weather setter, and it only affects ice pokemon (the least common in the game).

Also hail has no secondary effect

You wouldn't think it'd be something liks regenerate health, or attacks from the opponent are more likely to miss because the opponent can't focus in the hail.

It has Alola-Ninetales and that is it but it's main use is just being in balanced/Hyper offense teams. hail abuser are just to shit for a hail team with it to work
