He's not a director, and based on the Pokemon Presents stating his involvement last, it sounds like he's only in a supervisory/sign-off position - taking questions and giving basic guidance. Given that BDSP and PLA are sort of sister games (both Sinnoh games, two parallel approaches to revisiting a region, will likely be linked in some way whether by save data bonuses or story bits in PLA, etc.) I could see Masuda focusing on PLA and just helping with BDSP off and on. But you're right, PLA could be neither Masuda or Ohmori.
