Only if you consider Crobat to be the absolute strongest Pokemon in the entire game
It's pretty strong but it ain't a Mewtwo

Also it's a single player game, and potentially the easiest game in the entire franchise. 'Cheating' is a completely meaningless accusation. Literally nobody is bragging about having beaten FireRed
