Really I think the proper answer is just to let gym leaders minor in secondary types that fit. They made Ghost and Dragon gym leaders both in a gen where only two evolutionary families of each type exist. Let Morty have a Houndour or Murkrow or something (and have that be an excuse to put them nearby in fucking johto for a change), and either let Clair take a page out of her cousin Lance's book with vaguely draconic Pokemon instead of locking down to just the Dragon type, or maybe make her double as a water leader so you can get a bit of that action with Gyarados and the like anyway. It's simple as that; you're not going to do better without importing species not native to Johto in the first place.
