ATB is still essentially turn based. The gauge fills, you go, it recharges, your enemy goes, theirs recharges, and it's basically the same shit as always. With the exception of Trance in FFIX I don't think I've seen a game that uses an ATB like system that allows for super fast recharging. If anything ATB is worse because Speed becomes a completely useless stat and you're just sitting there waiting for the gauge to fill.
