I actually discovered on my own, it's supposed to be a saracen armored warrior with a turban or whatever it's called.

Pocket Monsters was originally just a classic dungeon crawler with twists, so that must be it.

Looks kinda like Bagon or Cranidos, the concept of a rocky lizard/dragon coming out of its shell was probably reused for them.

Idk, I still think it's just a pachycephalosaurus and they took some artistic liberties to make it more ambiguous, that's it. Also, toon dinosaurs are often depicted with back spikes.
