Most of the time the feet for example is the same color or darker, with the sole being the exception. A conter example for this is Rattata, and only one part of its paws are white. This become more common in later gens, remind me of Blaziken.
Also, it's shaded like it's suppose to represent flames. Why would a gen I Electric type would be colored like that? In RGY the pokemon are made to easily represent their type.
And that's not how flames work in Gen I sprites. This kind of pixelate effect is not used like that. Compare it to flames from Magmar sprite.
Btw, I just noticed the mouth is also wrong.
The person who did clearly have talent but didn't study gen I sprite artwork.
