As for the design, I could see it both ways — early artwork shows Viridian being the actual first gym, likely Normal, and Pidgey was Normal/Flying so a feather fits — but I think it makes the most sense as a leaf, considering Virdian/Tokiwa City is heavily green themed and Viridian Forest is nearby.
