Oh shit you’re right, I forgot about those. Hail and Sandstorm don’t need buffing, they have those. Also add Sand Force, Sand Veil, Sand Rush and Slush Rush to those. Hail and Sandstorm are on par with Sun and Rain with those.

Hail needs to boost defense of Ice Pokemon by 50% for symetry (Aurora Veil should be nerfed but work outside of hail)

also Hail should not damage other types like steel, rock, ghost

Nah, because all weathers have abilities. Sandstorm is fine and suffers more because its Pokémon/types are worse but if you purely compare weather it’s on par with the others.

Sun
>Strengthen Fire
>Weaken Water

Rain
>Vice Versa

Sand
>Damage non Rock/Ground/Steel
>Increase Rock’s Sp. D

Hail
>Damage non-Ice

The real issue is that the other types have two effects whilst Ice has one. Just make it increase Ice def. by 50% and the fundamentals are okay, it’s just the type needs buffed.
