They didn't always copy the algorithm wholesale, occasionally they'd alter something minor like the eyes, but every shiny's primary coloration was indeed done by a code for gens 1-5.
This is actually the entire reason why some Megas and G-Max forms completely alter the base Pokemon's coloration if it's shiny. For example, normal Shiny-Garchomp is just a dark grey over it's usual blue but when it mega evolves it becomes fucking Hot Pink. Shiny Gengar becomes stark white with black eyes in both Mega and G-Max forms as well. Other examples exist but these two are the ones that best exemplify this because they're the ones most people will complain about since their base shinies suck ass.
