As for examples on top of my head of Pokémon being singled out as understanding humans are Lapras, Ninetales, Latios and Latias, Lucario, Magearna last gen.
Intelligent Pokémon include Lapras, Ninetales, Alakazam, Dragonite, Slowking, Metagross, Latias and Latios, Oranguru, Corviknight, Orbeetle, Inteleon.
Some examples on top of my head. Also the new entries for the photodex single out Lapras, Ninetales and Stoutland as intelligent implying the other Pokémon in snap aren’t intelligent.
The question is why are they singling out certain Pokémon as smart and/or being able to understand humans and even if they deflected the question why would they do that if you lot are so sure about this stuff. Even the anime contradicts itself like Lapras dex entry in the anime or Misty asking Meowth to act as a translator. As i said sometimes things are done for gameplay and/or plot purposes, like being able to tank various headshots in a game but cutscenes show that headshot are insta kill, to what the lore says.
