Agatha: TANGELA (55), FLAREON (52), JOLTEON (52), VAPOREON (52)
Koga's beta team is full poison, as it's Agatha's final team. But still, taking account that his is the Sould Badge, that the connection ninja-poison is way more far-fetched than ninja-ghost and that his only not ghost type is a creepy floating head....
Also, Agatha's team connects her to the old woman on the Celadon house (imagine her giving you Eevee after league), Pallet Town (Tangela is only found under it) and Green's starter in Yellow. So her rol as ex-rival maybe was more evident.
