Not only does its baby status mean that you can add the former standalone Rosella line to your team earlier (unlike most babies which are found later or after their evos), it serves to interrelate Roselia strongly into Sinnoh along with Roserade. If babies are necessary they should be added akin to Roselia unless the Pokémon is already two staged. I for one know that I will be catching a Budew to go with my starter in Shining Pearl.
